Freezing tap water

Hi,
  I have an idea based on old recollections of chemistry adn physics 
that I'd like your input on. I live in sweden an tapwater here contains 
lots of anti-bacterial agents such as chorine. Lowering the temperature 
of water reduces the amount of gases that can be contained in given 
volume of water. Can any meaningful effect, such as reducing the level 
of anti-bacterials, be obtained by freezing the tapwater to release 
harmful and undesired compunds?
