tap water to wash algea off plant ?

i have an aquarium rock with a fine leafed plant growing on it and bound to

the rock with thin nylon fi****ng line.

lately the plant has started growing a kind of spongy green algea.

i have taken it out of the tank and keep passing tap water over it in an 
effort to wash it off. but it's very persistant. am i doing the right
thing? 
should i cut off light (ie put the whole thing in a container) to kill off

this clinging algea.  thanks for any advice.
