Cloudy Water

I still dont have any fish in my aquarium!  I am a fussy twat, and keep
making changes.

Anyway, the aquarium is now setup the way I like, and I have filled with
tap
water and de-chlorinated.  It has been sitting with filters on for maybe 5
hours now.

The water has a misty cloud through it, not sure why is I dont think any
bacteria or filteration could have kicked in - no rotten food in the tank,
and as I said no fish yet.

I have done three 100% water changes in the last 2 weeks (changed
substrate
twice!!!), and both previous water changes resulted in crystal clear
water.

Any ideas?
