hello Peggy,

conforming your description that must be wasps living in the ground - 
please look for dead ones and describe design and color

when you move very slowly you surelely can approach their living area 
and see them going in and out

best measure to protect yourself is fixing a curtain-like net in some 
yards distance between their nest entrance and your living area to get 
their flight way in aa opposite and secure direction

after all, don't be upset by their appearance, in the moment it's their 
peak of population and from now on they will diminish from day to day
