Rescued escaped Parakeet/Budgie

In New England. A female caught at bird feeder this morning.  With an
"06" band. We went to pet store and got a spacious cage and a 4 month
old male.  Bought ladder, perches, bell, cuttlebone, millet, swing,
pacifier.
She was very calm all day but now goes in spurts of frantically pacing
cage and seems to want to get out of cage.  While the male climbs the
ladder she hasn't. Also, neither one has had a drop of water that I've
seen.  They like the millet and have nibbled on the parakeet seed.
With my wife, there is "no way" they can be to fly outside the cage. I
have experience with zebra's and canaries only.We have taken ad in
local paper to try and find owner.  Pending that any advice would be
appreciated!
