The simple answer? He's a bird.
They use their beak like fingers. When other birds do it to each other,
if
one gets too rough the other bird yells. You do the same. if it's too hard
say OW!!! He is also at an age where he will become quite playful and want
to rough house. He may also be trying to get your attention if he feels
you
are not giving it to him. if he was biting you would know it, so he is
just
playing around most likely. You just have to make him know how much is too
hard.
