In a sandy soil, you do well to provide a hot connection to one or
more tapes, and a cold (return) connection to one or more tapes.
Hot and Cold should both end at the charger. In this situation,
the actual ground spikes offer a hot to (sandy) dirt path as well ,
which doesn't seem to be working for you.
To summarize: running a tape from the hot side of the charger, and
another tape to the cold (return side of the charger - offers a shock
between the two tapes, no matter what. To THIS setup, adding some
ground spikes connected to the cold tape and the cold side of the
charger can help a little more with a path from the hot tape to the
somewhat conductive dirt.
