I think you should have called a vet and explained the situation.
Vets know what they can and can't do.

Do you mean like breed registration papers?  They are not proof of
owner****p, just so you know.  In a dispute they can be used as
evidence one way or another but they are not proof of anything.

That is just not true.  The owner allowed the horse arrive in your
care, either directly or thru his agent, and you are expected to
provide care, not just watch the horse rotate his coffin bones right
out the bottom of his feet.  If the owner didn't get in touch with you
that's pretty much a good sign they don't care what you do, which
means it's now on you, and I don't know how you can in good conscious
allow this animal to potentially die instead of calling the vet.

Now if you call 5 vets and they all say "I can't come treat the horse
under the condtions you describe because it's not legal for me to do
so", then that's a different story.  But you haven't even tried.
