Caelan -- please borrow / rent one from someone, and take him back.
If you were going to have a horse then you must have in mind some way of 
being able to move the horse in an emergency, to the vet schools or such.
Use whatever is needed.
This situation cannot be left any longer.

And getting a vet out is not medicating or treating it yourself, its
simply 
getting in expert advice.
But in this situation, as you are clearly not keeping him, get him back 
Pronto.
