Assuming he is not sick (eating well, preening, good droppings, not
sitting on bottom of cage), then your baby is just getting used to his
new surroundings.
Are there people around all day? If not, try playing a radio in the
room in which you keep him to keep him company. When home, make sure he
can see and hear the family (but not in the kitchen near a stove or
window.)
Does he have toys? Not too many, just a few that he can swing or move
around. As he begins playing with them you will discover which kinds of
toys he likes.
How about a swing?
Try some spray millet. Wonderful treat and might perk him up.
As soon as your budgie becomes comfortable, you will wonder how to get
him to be quiet, because he will make quite a racket with all sorts of
playful bobbing and chirping. You will never believe how much chatter
can come out of one tiny bird!
