How long until flight feathers?

Hi there...I have found a budgie that was VERY trimmed...as in OVERLY. The
people even clipped his tail feather. Suffice it to say....he has had a
tumble or two in an attempt to fly. It has been at least 3 months that I
have had him and I am wondering just when his new flight feathers will
come in....and his tail feather. How long does it usually take? he is a
very healthy young boy (around a year) apart from that.
