***ing?

Hi, fairly new to budgies.  Have 4 (2 pairs in breeding cabinets in our 
lounge room.)  Assume it's not a 'crime' to breed budgies, the way it is
in 
the animal rescue world to breed dogs or cats???  There doesn't seem to be

an oversupply of them in Australia, where I live.  Anyway, they're about
10 
months old, have suitable nest boxes, great diet, lots of good light etc. 
but won't breed.  My question - why???  They're hopping all over the
place, 
in and out of their nests etc., but no eggs.  I've even seen one pair 
mating, with no results.  As far as I can tell, they're male and female,
but 
as all four are difficult to *** (albino, luntino, harlequin,) maybe I
could 
be wrong.  Any tips on knowing for sure?
