My wife uses an anti-itch medication on the skin of one of our cats.....He

has some sort of skin condition like psoriasis that makes him itch.....It 
works quite well, and she can keep him from scratching this way for
several 
weeks, and then she applies it again whenever he needs it.....We bought it

over the counter at a pet store.....
