Pet Insurance

Good Evening Dog Owners, I am here for some help and need any feedback 
you can give me.  I am a dog owner of a six-year old purebred female 
Australian Shepherd here in Kansas, and I am right now looking for pet 
insurance for my dog, because she is right now going to be needing 
surgery on her hind right leg as her joint in her knee is giving way. My 
vet's advice when I took her in May was to isolate her on a tie-down or 
kennel her in her doghouse so she cannot walk except to relieve herself. 
  It's gone to the point now she cannot put any more weight on the leg. 
My vet says her office cannot do the work of the surgery because of 
office size and staff restraints. She says I would have to try another 
facility that can do the operation, my problem is I looked online and 
some insurance providers are saying that if you enroll in a plan that 
you cannot change offices unlike normal human insurance (BCBS, Medicaid 
etc.,)

If anyone can tell me where I can go, and tell me anything I can use to 
assist in the surgery payment I would greatly appreciate it. Thanks in 
advance to all.
