My understanding is that the principle is, "A fed bear
is a dead bear."
Apparantly, bears generally avoid humans, until some
dork on a camping trip thinks that it is cute to toss
some food (or fails to keep food secure.) Then, the
bear learns to associate humans with food, and loses
it's caution. The bears, and other animals learn,
"Bright-coloured tent + human-smell = Unsecured food
bag = Late-nite-snack."
Same deal with human settlements in formerly wild
areas. The bears, and other animals, learn,
"Trashcan = Yummy-Snack."
"Oh, and, uh... What's this? FRESH meat, too..."
